r_inGameVideo is a Soldier of Fortune 2 console variable (CVAR) in the Graphics group. Enables in-game video playback for cinematics and intro sequences. Its default value is "1".

- 0 = skip video playback. Faster loading, but skips cutscenes.
How to change it
Open the console with ~ and type the command:
seta r_inGameVideo "0"
To keep the setting, put the same line (starting with seta) in your config file, such as sof2mp.cfg in the game's base folder.
