gt_flagReturnTime is a Soldier of Fortune 2 console variable (CVAR) in the Gameplay group. Seconds before a dropped flag automatically returns to its base in Capture the Flag. Its default value is "30".

How to change it
Open the console with ~ and type the command:
seta gt_flagReturnTime "30"
To keep the setting, put the same line (starting with seta) in your config file, such as sof2mp.cfg in the game's base folder.
