g_failedVoteDelay is a Soldier of Fortune 2 console variable (CVAR) in the Gameplay group. Seconds players must wait before calling another vote after one fails. Its default value is "1".

How to change it
Open the console with ~ and type the command:
seta g_failedVoteDelay "30"
To keep the setting, put the same line (starting with seta) in your config file, such as sof2mp.cfg in the game's base folder.
