r_fastsky is a Soldier of Fortune 2 console variable (CVAR) in the Performance group. Replaces the sky with a solid colour for better performance. Its default value is "0".

- 1 = sky is rendered as a flat colour. Useful on low-end hardware.
How to change it
Open the console with ~ and type the command:
seta r_fastsky "1"
To keep the setting, put the same line (starting with seta) in your config file, such as sof2mp.cfg in the game's base folder.
